The Crucial Role of Humanitarian Organizations in Conflict Zones

The critical role of humanitarian aid and the organizations delivering it in conflict zones cannot be emphasized enough. Before exploring their significance in this context, let’s define what constitutes humanitarian aid and the nature of humanitarian organizations, along with their origins. 


What is Humanitarian Aid? 

Humanitarian aid refers to the provision of assistance, such as food, medical supplies, and shelter, to alleviate the suffering of people affected by crises, including conflicts, natural disasters, and other emergencies. Its primary goal is to save lives, alleviate suffering, and maintain human dignity, provided by international organizations, governments, and non-governmental organizations (NGOs).


Who are Humanitarian Organizations? 

Humanitarian organizations are dedicated entities that provide humanitarian aid, assistance, and support to those affected by crises. Often, they are non-profit NGOs and can also be referred to as relief organizations. They typically offer essential aid such as food, shelter, healthcare, and protection to vulnerable populations worldwide. 


A Brief History of Humanitarian Aid   

Humanitarian aid first originated just after the First World War, with the Treaty of Versailles. However, philosophies of philanthropy and caring for those in need through humanitarian action trace back to belief systems like; Christian charity, Islamic Zakat, and ethical ideals of wartime conduct established by the ancient Chinese, Greek, Muslim, and Roman empires. 

 

As transportation, communication, weaponry, and warfare enhanced so too did the scale of conflict and the fallout that it left behind. Some of those same advances (transportation and communication) also enabled humanitarian aid to be distributed on a larger scale than previously seen.  

 

As the Geneva Conventions were established, the current view on the appropriate treatment of civilians, wounded soldiers, and prisoners during conflicts became widespread.  

 

In the past, humanitarian efforts were predominantly centered on addressing conflicts, but today, they encompass a broader scope, extending aid to those affected by natural disasters like earthquakes or floods. 

 

One of the earliest records of formal international aid being distributed was in response to the Northern Chinese Famine of 1876-79. 

 

The post-war First World War period saw a significant rise in the number of aid agencies or Non-Governmental Organizations (NGOs). Over 200 organizations were established in just four years.  

 

Now there are thousands of humanitarian organizations operating in the world. However, only some of them are recognized as reputable and can address the pressing issues that our world is currently facing.


The Role of Humanitarian Aid in Conflict Zones


  • Saving Lives 

 

One of the primary roles of humanitarian aid is to save lives. In conflict zones, civilians are often caught in the crossfire, facing threats of violence, displacement, and lack of access to necessities like food, water, and medical care. Humanitarian aid provides essential supplies, medical assistance, and shelter, directly contributing to reducing mortality rates. 

 

  • Protecting Vulnerable Groups 

 

Conflict disproportionately affects vulnerable groups such as children, women, the elderly, and people with disabilities. Humanitarian aid focuses on protecting these groups by providing specialized assistance, including child protection services, gender-based violence prevention, and support for refugees and internally displaced persons (IDPs). 

 

  • Promoting Humanitarian Principles 

 

Humanitarian aid is guided by principles such as neutrality, impartiality, and independence. By upholding these principles, aid organizations ensure that assistance reaches those most in need, regardless of their ethnicity, religion, or political affiliation. This promotes trust among affected communities and facilitates the delivery of aid in complex and volatile environments. 

 

  • Aiding in Recovery 

 

Humanitarian aid goes beyond immediate relief efforts, it also builds long-term recovery in conflict-affected areas. This includes initiatives such as livelihood support, education programs, and community-based projects aimed at restoring stability, promoting reconciliation, and cultivating self-reliance among affected populations. 

 

  • Advocacy and Protection 

 

Humanitarian organizations advocate for the protection of civilians and respect for international humanitarian law (IHL) in conflict zones. They document human rights abuses, raise awareness about humanitarian crises, and engage with governments, armed groups, and international bodies to ensure the safety and well-being of affected populations. 

 

  • Humanitarian Corridors  

 

A humanitarian corridor is a designated route that allows for the safe passage of civilians, refugees, and aid workers in conflict zones or areas affected by natural disasters. These corridors are crucial for providing life-saving assistance, such as food, medical supplies, and shelter, to those in need, while also ensuring the protection of civilians from violence and harm as they also provide a way for civilians to exit an area. Humanitarian organizations help to establish and maintain these corridors by negotiating with conflicting parties, coordinating logistics, and facilitating the delivery of aid. By creating safe passages, humanitarian corridors uphold fundamental principles of humanity, neutrality, and impartiality.


Conditions  

 

Of course, these outcomes can only be established if humanitarian organizations have access to the people affected by conflict. Without some degree of access, humanitarian assistance is not possible. 

 

Under international law access to civilians and their proper treatment is made abundantly clear. The Fourth Geneva Convention requires States to “allow the free passage of all consignments of medical and hospital stores” intended only for civilians and “the free passage of all consignments of essential foodstuffs, clothing and tonics intended for children under fifteen, expectant mothers and maternity cases”. Additional Protocol One broadens this obligation to cover “rapid and unimpeded passage of all relief consignments, equipment and personnel”. 

 

Whether or not states choose to abide by international law is another topic entirely.  

Unfortunately, without a state's cooperation, it is next to impossible to provide the critical humanitarian aid that so many innocent men, women, and children require.


Current Application 

 

The Congo  

 

Humanitarian organizations play a critical role in addressing the complex and urgent needs of the Democratic Republic of Congo (DRC). The ongoing conflict has created displacement and disease outbreaks. Humanitarian organizations provide vital assistance to millions of people facing acute hunger, lack of access to clean water, and the threat of deadly diseases like Ebola.  

 

By delivering emergency food supplies, clean water, and sanitation facilities, these organizations alleviate immediate suffering and help mitigate the spread of diseases. Furthermore, their efforts in promoting public health and implementing community-led solutions are essential in building resilience and facilitating long-term recovery. 

 

Despite facing numerous challenges, including access constraints and security risks, humanitarian organizations remain in the country attempting to save lives and improve the well-being of the Congolese people. However, the scale and complexity of the crisis underscore the need for continued international support and collaboration to ensure effective response and sustainable solutions in the DRC. 

 

Ukraine  

 

The humanitarian situation in Ukraine during the first quarter of 2024 continues to worsen, with relentless strikes and increased bombardments causing significant civilian casualties and displacement. Attacks on critical infrastructure disrupted vital services like electricity and water, particularly impacted major cities during the coldest months of winter. The escalation of hostilities led to further displacement in front-line and border communities, exacerbating the suffering of millions of people across the country.  

 

Humanitarian organizations responded by providing critical assistance to those in need, reaching millions with healthcare services, water, sanitation, food, and livelihood support. Despite these efforts, continued support and increased international solidarity are crucial to address the deepening humanitarian crisis and alleviate the suffering of those affected by the conflict in Ukraine. 

 

Life for Relief and Development (LIFE) is one of the established organizations working  in Ukraine to address the pressing needs of the population. Providing essentials like food, water, clothing, warm blankets, and medical aid to those in need. Gaza  

 

The situation in Israel and Gaza is nothing short of catastrophic, with over 33,000 Palestinians, predominantly women, and children, tragically losing their lives, and tens of thousands more injured or presumed dead under the rubble. The toll on both sides is immense, with over 1,200 deaths in Israel and hundreds injured. The devastation in Gaza is particularly harrowing, with vast areas bombed into oblivion, altering the landscape of the Gaza Strip indefinitely. The urgent need for humanitarian assistance is critical. Essential aid must be allowed to reach every part of Gaza safely and swiftly.  

 

The recent tragic killing of humanitarian workers, including those from World Central Kitchen, is an example of the perilous conditions faced by aid workers in Gaza. Attacks on humanitarian personnel and facilities jeopardize the delivery of vital aid and exacerbate the already dire humanitarian crisis. 

 

Humanitarian organizations have alleviated the immense suffering of the people of Gaza. Despite facing significant challenges and risks, these organizations have worked tirelessly to deliver life-saving aid, including food, medical supplies, and shelter assistance, to those in desperate need. Their efforts have provided critical support to communities grappling with the aftermath of airstrikes and bombardments, offering hope and relief.  

 

Over the past six months, LIFE has increased its ongoing relief efforts in Gaza to accommodate the urgent needs of the population. The most recent emergency aid includes providing over 5 million liters of clean water, serving over 100,000 hot meals, distributing over 100,000 units of fresh bread, giving 40,000 food baskets, and distributing 28 truckloads of flour and over 15,000 vegetables. Since Gazans now live primarily in refugee camps, LIFE has provided 2,000 winterized tents to Rafah and built 60 latrine units in the area. As temperatures dropped during the winter, LIFE provided 1,000 children with winter clothes and distributed over 7,000 blankets. One hundred children received new toys. Additionally, LIFE has sent eighteen trucks filled with essential medical supplies as of April 2024.

Final Thoughts  

Humanitarian aid is indispensable in regions that are affected by conflict. From its life-saving interventions to its advocacy for vulnerable populations, humanitarian organizations are constantly serving humanity. The recent tragic events in Congo, Ukraine, and Gaza are a call for global solidarity and concerted action to address humanitarian crises and uphold fundamental human rights.  

 

As the international community struggles with the devastating loss of innocent lives and the egregious violations of international law, it is imperative to make strong efforts toward accountability, facilitate unimpeded access to aid, and forge pathways toward sustainable resolutions giving way to peace, justice, and dignity for all human beings everywhere.
