On January 20, 2025, President Donald Trump issued an executive order titled “Reevaluating and Realigning United States Foreign Aid,” which initiated a 90-day pause on all new foreign assistance obligations and disbursements. This decision, aimed at reviewing the alignment of U.S. foreign aid with national interests, has sent shockwaves through the international humanitarian community.
While Life for Relief and Development (LIFE) does not currently receive USAID funding, we understand the significant implications this has for our peers and the communities they serve globally.
What the Freeze Entails
The executive order not only halts new funding but also requires that ongoing projects be put on hold through "stop-work" orders. Programs under USAID’s umbrella, including critical health initiatives like PEPFAR, the President's Malaria Initiative (PMI), and tuberculosis and maternal health programs, have been severely disrupted. Although PEPFAR received a limited waiver to continue urgent HIV treatment services, many other essential health services remain in jeopardy.
Why This Matters
Humanitarian aid is not just a budget line; it is a lifeline for millions of individuals in low- and middle-income countries. USAID funds provide:

This rationale echoes recommendations from the 2023 Project 2025’s Mandate for Leadership, which called for the cessation of foreign aid programs that allegedly promote divisive ideologies.
While fiscal responsibility is important, using it as a basis to halt humanitarian aid disregards the tangible benefits these programs provide. Humanitarian aid should transcend political ideologies and focus on universal human dignity and well-being.
